Located on the northern edge of Tattenhall, the proposals would create a carefully planned extension to the village, combining a landscape-led design with convenient access to local services, public transport and the surrounding countryside.

We recognise that new development must respond sensitively to its setting. The emerging masterplan has therefore been shaped around Keys Brook, existing trees and hedgerows, pedestrian routes and generous green spaces. The design will also take inspiration from Tattenhall’s distinctive character and nearby Conservation Area.

Growth here is not simply about providing new homes. It is about creating the right development, in the right place, with lasting benefits for the village.

The Vision

Our vision is to create a well-connected and inclusive neighbourhood that supports Tattenhall’s long-term vitality while respecting its village character.

The site is within walking distance of the village centre and would provide new connections to the existing public right of way. A mix of homes, including 30% affordable housing, would help meet different local needs, while new green spaces, play areas and landscape planting would create an attractive place for existing and future residents.

It offers a valuable combination: village life, access to everyday services and strong connections to Chester, Whitchurch and the wider area.

Why Tattenhall, Why Now

The proposals are being brought forward against a backdrop of significant housing delivery challenges across Cheshire West and Chester, and the wider North West. Cheshire West and Chester can currently demonstrate only a 1.89 year supply of deliverable housing land (at 1 April 2025), against a Government requirement of five years, making it harder for young people and families to find suitable homes locally.

The proposals for Chester Road would make a measured contribution by:

  • Delivering around 130 homes in a sustainable location close to village services
  • Providing 30% affordable housing and a mix of homes for families, first-time buyers and downsizers
  • Creating a landscape-led neighbourhood with green spaces, play areas and improved walking connections
  • Supporting Tattenhall’s services, businesses and community for future generations
  • Designing a development that responds sensitively to the village’s distinctive character and landscape setting

Site Context​

The site extends to approximately 7.2 hectares (17.7 acres) and comprises two agricultural fields on the northern edge of Tattenhall.

It is bounded by:

  • Chester Road and existing homes to the south
  • Greaves Meadow to the north
  • Brook Hall and its landscaped grounds to the west
  • Greaves Farm and agricultural land to the east

Keys Brook runs east to west through the centre of the site. The land is generally flat, with a gentle fall towards the brook. Existing trees and hedgerows define parts of the site boundary, while a small pond lies close to the eastern boundary of the southern field.

A public right of way runs along the site’s western edge, connecting Chester Road with the countryside to the north. This route would be retained, with new connections from within the development.

The site lies close to the existing village and is within walking distance of local facilities. Bus service 41 connects Tattenhall with Chester, Malpas and Whitchurch, while the nearby A41 provides wider road connections.

Planning Context

Planning for Tattenhall’s future

Cheshire West and Chester Council is preparing a new Local Plan to guide future growth across the borough and identify land for new homes and supporting infrastructure. The Council’s Local Plan Issues and Options consultation identified the site as TAT07, within a potential direction of growth to the north of Tattenhall.

The site adjoins the existing settlement and is contained by established features including Chester Road, Greaves Meadow and the wooded boundary beside Brook Hall. Development proposals are also being considered on land further east, reinforcing the importance of taking a coordinated approach to future growth in this part of the village.

Meeting housing needs

Cheshire West and Chester Council’s May 2026 indicative housing requirement report identified a figure of 526 homes for the Tattenhall neighbourhood area over a 20-year period. The Council has made clear that this figure may change as the new Local Plan progresses and further evidence is tested.

The proposals would make a measured contribution towards meeting local and borough-wide housing needs. A mix of 1–5 bedroom homes is envisaged, including detached, semi-detached and mews homes and cottage apartments, with 30% affordable housing distributed across the neighbourhood.

A sustainable location

The site is close to Tattenhall’s shops, services and community facilities and benefits from access to bus services and the local walking network. The proposals will seek to strengthen these connections and encourage walking, cycling and public transport use.

The site is not subject to a national landscape designation. Its relationship with Tattenhall Conservation Area, Brook Hall, local views and the character of Chester Road will be carefully assessed and reflected in the evolving design.

The Emerging Proposals

The emerging masterplan has been shaped by initial work on highways, landscape, ecology, drainage, heritage and local character. It remains illustrative and will continue to evolve as technical work progresses and feedback is received through this consultation.

Muller Property Group is proposing a residential-led development, which will assist the Council in meeting its need to deliver sufficient homes to meet identified demand.

Technical Work

A comprehensive programme of technical work is informing the emerging masterplan and will support the future planning application. This is expected to include:

  • Transport Assessment and Travel Plan
  • Landscape and Visual Assessment
  • Preliminary Ecological Appraisal and any necessary species surveys
  • Biodiversity Net Gain Assessment
  • Heritage and archaeological assessment
  • Flood Risk Assessment and drainage strategy
  • Air quality and noise assessments
  • Ground conditions and agricultural land assessment
 

The assessments will identify any potential effects and the measures needed to avoid, reduce or mitigate them. Their findings will continue to inform the layout, landscape strategy and detailed design.

New Homes

Around 130 new homes would help meet identified housing needs in Tattenhall and across Cheshire West and Chester.

Affordable Housing

30% of the homes would be affordable, helping to provide more housing choices for local people and households with different needs. Affordable homes would be distributed across the scheme and designed to be indistinguishable in quality and appearance from market homes.

Green Space & Play Areas

Public open space, a children’s play area, informal walking routes and the green corridor beside Keys Brook would provide opportunities for recreation, play and wellbeing.

A locally responsive design

The layout, architecture and landscaping would reflect Tattenhall’s character, with tree-lined, well-overlooked streets creating an attractive and welcoming neighbourhood.

Biodiversity enhancements

New native planting, habitat creation and enhancement of the brook corridor would support local wildlife and deliver at least 10% biodiversity net gain.

Investment in local infrastructure

The planning process will identify any necessary contributions towards local infrastructure and services. These may include education, healthcare, highways and other community facilities, subject to assessment and agreement with the Council.

What is being proposed?

Muller Property Group is preparing an outline planning application for around 130 homes on land north of Chester Road, including 30% affordable housing, together with public open space, two play areas, landscaping, drainage infrastructure, ecological enhancements and new walking connections.

The site adjoins Tattenhall and lies around 500 metres from the village centre. It was identified as TAT07 in Cheshire West and Chester Council’s Local Plan Issues and Options work, within a potential direction of growth to the north of the village. Established boundaries and its relationship with existing and proposed development make it a logical location to assess through the plan-making and planning application processes.

The outline application would seek permission for around 130 homes. The current illustrative masterplan demonstrates one way in which the development could be arranged. The final detailed layout would be considered at Reserved Matters stage.

Yes. Thirty per cent of the homes would be affordable, in accordance with Cheshire West and Chester Council’s planning policies. They would be distributed through the development using a tenure-blind approach.

The illustrative scheme includes a mix of 1–5 bedroom homes, including detached, semi-detached and mews properties and cottage apartments. The final housing mix would be confirmed at Reserved Matters stage.

A new vehicle and pedestrian access is proposed from Chester Road near the existing field access. The design is being developed with specialist highways input and will be reviewed by the Council’s highways team.

A Transport Assessment will examine existing conditions, forecast vehicle movements and consider road safety and access arrangements. A Travel Plan will also set out measures to encourage walking, cycling and public transport.

Yes. The public right of way along the western edge of the site would be retained, with new pedestrian links connecting it to the development.

The illustrative masterplan shows two play spaces: a Local Area for Play within the arrival green near the existing pond and a larger Locally Equipped Area for Play within the destination green beside the veteran trees. Both would be connected to walking routes and overlooked by nearby homes.

Detailed appearance would be agreed at Reserved Matters stage. The emerging design principles draw on Tattenhall’s red brick, render and timber-style detailing, pitched slate or terracotta-toned roofs, chimneys and varied house types. The layout would combine more intimate village-style streets with lower-density edges facing open countryside and green space.

The layout uses a clear hierarchy of streets, focal spaces, changes in surface treatment and a tree-lined main avenue. Homes would face streets, paths and public spaces, with dual-aspect homes at corners to provide natural surveillance. The entrance, brook crossing, key junction and destination green would act as recognisable wayfinding points.

The proposals are landscape-led. Existing trees, hedgerows and boundary vegetation will be retained wherever feasible, with new native planting and generous open space. The design will consider views, Brook Hall, Tattenhall Conservation Area and the character of Chester Road.

Keys Brook will be retained within a green ecological corridor through the centre of the site. Built development will be set back from the brook, allowing space for habitat enhancement, drainage and potentially an informal ecological walk.

Most of the site is in Flood Zone 1. Development will be kept away from the higher-risk areas beside Keys Brook, and sustainable drainage and attenuation features will manage surface water. A Flood Risk Assessment and drainage strategy will accompany the planning application.

The scheme will include habitat creation, native planting and enhancement of the Keys Brook corridor. It will be designed to deliver at least 10% biodiversity net gain, supported by ecological surveys and a detailed assessment.

Yes. The effects on education, healthcare, highways and other infrastructure will be assessed through the planning process. Any necessary mitigation or financial contributions will be agreed with the Council.

No. The proposals are at a pre-application stage. This consultation is taking place before a planning application is submitted so community feedback can help inform the design.

After the consultation closes, the project team will review all feedback alongside the results of technical assessments and refine the proposals. A planning application will then be prepared for submission to Cheshire West and Chester Council. Once registered, the Council will carry out its own statutory consultation, providing a further opportunity to comment.

Your Views Are Important To Us

Our consultation will run from Monday 14 September until Monday 12 October 2026, alongside submission of an EIA Scoping Request to the Council setting out the environmental topics to be assessed as part of the application. 

Following submission of the outline application, further reserved matters applications will be required to seek consent for detailed proposals, with these anticipated to be submitted in 2027.
